Programming a Vocoder.

Hi everyone. I hope someone can help me with this. Im thinking of writing a Vocoder program that the user can make voices sound like robots etc. Ive done some work with MFC and OpenGL but never with any sound. Could someone tell me where to find resources on topics like: Reading in wavs from files, manipulating them (volume, frequency, etc), playing them back). I reckon that might be a good start.
