using D3DXTangentSpace()

i dont remember the exact name, but it is something like that. as i understand from MSDN it computes a tangent vector for a given mesh, and put it as texture coordinates set that you specify. is that correct? so i actually passing the tangent space vectors as texture coordinates? it seems very logical, but i just want to be sure.
