Which is better?

Okay well..... I''m back (Once again, what is this? The 5th time?) and have a very nice engine almost done (With the help of 5 programmers, 4 modelers, a few artists, so on.) and am curious as to what we should use for the world map... A few .tga or .bmp heightmap files? .3ds files connected? If we DID use heightmaps, would it be possible to make an editor basicly like paint, but makes a giant 250,000,000 x 250,000,000 or so map then splits it up every 2,500 and just creates an index file for all of the maps to be combined in?
