Is it bad to declare bitmaps as globals? (e.g. HBITMAP mybitmap=LoadBitmap(...))

Not unless you need them right throughout the life of your program. If you need them every now and then why not put them in the appropriate functions for use in there..

why not put them in a class so you can manage them easier.
