A little help with Directx 8

ok well my problem is in VB.net. I can''t seem to find the sub/function D3DXMatrixLookAtLH so I can''t set the camera matrix''s and stuff. I am also having this other problem. I am only getting 14-15 Fps on a Geforce 4 TI 4200 =\. And its just a blank sceen I can make it go up to 300 something Fps by making it only render every 20 milli seconds. what should I do?

You should stop using VB.NET until DirectX 9 comes out. Microsoft has said repeatedly that VB.NET and C#.NET break all kinds of things with DirectX 8 and earlier. If you have to use .NET, C++ is the only realistic way of doing things for the time being. You'll have to pretty much rewrite every function in DirectX to get it to work right under VB.NET or C#.NET.
