Need help with masking

Exactly what stage states would I need to do for the following: I load a mask onto a vertex buffer (VB1). I have another vertex buffer where I load a specific texture (VB2). This texture is not static. I need to make it so only parts of VB1 where the texture loaded onto it is white are displayed on VB2. IE: If I have a white circle on VB1, I need to make it so that that specific area on VB2 is shown, but everywhere else on VB2 is hidden when VB2 is overlapped by VB1. (These 2 vertex buffers are the same size and shape).
