How to create/use levels for a game like Final Fight in 3d.

Hello, I have some ideas, and I would like to make a game like final fight, but I wonder how to create the levels for the game, and how use it in my engine. How do you do this people?, Is a right decision to build all the level in 3d studio max, export the mesh, and apply some space partitioning method like octrees or portals?. Another question, is there any tutorial about how to create something like a ready to render triangle list?, I mean, get the triangles from the octrees we want(most closer), then sort them by render state or texture, etc... in order to handle things fast. (I don´t know if this is a good way to do it, so suggestions are welcome ). Thnx in advance. HexDump.
