Restore on surfaces returns D3DERR_OUTOFVIDEOMEMORY

When my game starts I load about 20 MB of pictures in video memory. After minimizing with ALT-TAB and then restoring the game I have to restore my surfaces. But here is the problem. All surfaces are restored with success except one - Restore() returns strange error code - D3DERR_OUTOFVIDEOMEMORY. I have checked how much free video memory is available in this moment - about 10 MB. Help me, please! I tried to load the problem picture last - after all other pictures have been loaded in memory, but then other surface had the same problem. I noticed that the problem is with surfaces loaded into the middle of load sequence. Any advice?

Ok! this can be stupid answer but have you been deleting
all video-memory that you use after you lose device(alt-tab)
