Dynamic Vertex Buffers

How are dvbs to be used? How do I set them up? What mistakes can be avoided? In what situtation is it an advantage to use them?

Does really no one know where to get a tutorial on this or the likes?

Try www.nvidia.com and search for dynamic vertex buffers - I found a few articles there before. The DX SDK docs talk about DVBs a little.
I did not find any about them. Plenty of stuff thoug :D
What exactly is the difference between dynamic and static vbs?

dynamics are usually stored in agp memory so accessing it is fast. statics are uually stored in videom memory where accessing it is slow. But statics are drawn faster since they''re already invideo memory.
