question about pure devices

I am struggling to learn directx and c++ and visualvc so thanks in advance for any help. I recently downloaded the code from Sarmad Abdulla on skinned meshes.After using it to load two tiny.x animated meshes into a sample app using the d3dapp Framework the FPS dropped from 110 to about 58.I have about 6 other boxes made from x files on screen. I noticed that loading tiny.x in the optimized meshes sample the unanimated tiny.x runs at 209 FPS on a pure device. My Question is are there optimizations i can include in the CMeshSkin class to increase the FPS and use a Pure Device to render the animated tiny.x instances in the sample app I am using. I did not not see any vertex_cache optimization in the Abdulla CSkinMesh class.
