Scorched Earth clone

I wanna try making a clone of Scorched Earth, but I''m not to sure how I should do the collision detection with the ground. I plan on using OpenGL just fyi. What I''m really wondering is if anyone knows how I would be able to have 3D terrain that I can raise, lower, etc. Also, how would I be able to do collision detection with the ground (for example, a missile misses the target and hits the dirt next to them)? I''ve finished my 3D Breakout clone and am ready to move on to bigger things :D Trying to decide whether to do Scorched Earth or an RPG...
