is Texture Environment saved with BindTexture?

Is the current texture environment (GL_DECAL, GL_MODULATE, etc...) saved with other values such as filtering in the texture object?

No. It''s written in OpenGL Specifications.

Texture environment is in the texture unit, not in the texture object.
That is, the texture environment is saved when ACTIVATING a texture unit (glActiveTexture) , not when BINDING a texture object (glBindTexture).
