windows api?
Not sure about tutorials. But, the best book I can recommend is Programming Windows by Charles Petzold. That was the only stuff that could get me into Windows programming. As I've been an assembly programmer for long on other platforms, I couldn't cope with all these other tuts and books that treated you as you don't know a shit! This book explain in plain text how the OS works from the roots, instead of the other way around.
EDIT: And then, of course, there is the SDK Documentation (MSDN), but that's only good for reference mostly.
