Child windows are always inactive and cannot go out from parent window''s client area, and owned windows are deactivate owner windows when clicked by user and got focus. But ToolBars in MFC can go anywhere and don''t deactivate parent window. How can I create child windows like those toolbars with API?

I think you''re talking about a Rebar control...
A rebar control is a control that holds other controls (child windows) inside of it. Each child window is enclosed in a band that can be moved around inside the rebar control (IE uses a rebar control for the menu+toolbars). So you can basically create a rebar control, and add a new band to it that is actually the toolbar window. Check the SDK for more info on that.
