Only the folks at Rockstar can properly anwser that question, but from the looks of things they just use your usual distance based fog (I think it''s exponential but it''s hard to tell from just looking at it). On top of that though they use a whole bunch of quads with a semi-transparent fog texture on them, these are then lit up by the lights in the game to give the cool effects with the traffic lights.

From what I can tell the little whisps in front of the player and when you''re driving slow are translucent bitmaps that rotate, once you get going fast enough they disappear. And when you''re higher up(like in Shoreside Vale) and look across to Stauton Island, I think they just use translucent texturing to do what looks like the clouds moving through the fog. The actual fog looks like it''s just volumetric.

They have nice realisic environments effects in GTA3. The fog is well done, except for creeping through walls in some points.
