Cel shading 3d project for uni

I have emailed a tutor suggesting that I would like to do a project on cel shading but I have no idea what specifically to do about it! I was thinking of coding an engine for rendering a cartoon cityscape. What clever things are there to do with cel shading? All suggestions welcome!

Make a real-time movie, where the user can interact with the environment
OK, perhaps that''s a _little_ tough, but CEL-shading should be used for cartoons, so I guess you can''t go too far with this.
Think beyond cel-shading, there''s lots of related stuff which needs doing in realtime.
