That''s a strange question. Assuming that the software engineer knows how to program (and I certainly hope so!), then obviously he could.

By programmer do you mean a person of the programmnig profesion or someone who just knows how to program? I suppose you could make a game without someone who knows how to program if you type randomely in a hex editor for a couple billion years....

A million monkeys hammering away at a million hex editors would eventually reproduce the number 1 selling game of all time, incorporating software design methods we haven''t even thought of yet. Disconcerting it is...

Seriously, it''s not possible to write a game in a programming language without someone who knows the language, and how to use it - a programmer. This is assuming you don''t mean the type of games one can whip together using "Click n Play" game creation toolsets.

actually I think what he is trying to ask is does a Software Engineer pocess the skills to program.
