Any problems with timeGetTime()? What else is good?

I had a little trouble with it. On WinME, I noticed that sometimes my game would run at really slow frames rates sometimes. Finally, I realized it was when I rant it after I re-booted. For some reason, after I reboot WinME, I get funny values from timeGetTime for about an hour. Does anyone else know if this problem is for other Windows versions? Or maybe I am just using it wrong. Would anyone recommend anything else? I need my timing to be in miliseconds so plane time() is out. Thanks!

GetTickCount?
TimeGetDevCaps/timeBeginPerion/timeEndPeriod?
timeGetTime?

Maybe the world will never know...
