Drawing Dust Storms

Just a matter of interest, I was playing Morrowind and was wondering how the dust storm effect would be implemented. If anyone has played the game then they would know what I am talking about. The storm basically looks like thousands of small particles which have direction, velocity etc. It seems that a particle engine would probably not be efficient for this?? Perhaps something as simple as semi-transparent polygons with a ''dusty'' texture which are then moved in the required direction?? Any ideas?

Definately a particle engine. Also there aren''t as many particles as you think there is. The particles themselves are rather large, and have a detailed dust texture on them, giving the appearance of more complexity.
Sounds like a system of polygons, with animated dust textures.
But, then again thats just a random guess.
Sounds nifty. (If I ever find myself with too much money, I am going to grab Morrowind, it looks awesome.)
