Thinking in C++, by Bruce Eckel. It''s available as a free download from his site, http://www.mindview.net/Books, as well as in bookstores as a regular book.
I recommend Accelerated C++: Practical Programming by Example
by Andrew Koenig and Barbara E. Moo to experience programmers who want to learn C++.

I prefer using borland products, but it doesn''t matter which you choose. All you need for game development is DirectX and a C++ complier, which is availble for both.
I prefer VS with Opengl

book: sams teach yourself c++ in 21 days
