Certain bit depths not working with Direct3D
When I am initializing Direct3D i am using the mode currently being used by the computer. So when I change my resolution to use either 8 or 24 bits per pixel, I can''t see what I rendered to the screen. When I have either 16 or 32 bpp, I can see my scene. Why would it do this?

If your using a window and not full screen, you have to use the bit depth that your desktop is set on, fullscreen don''t matter.

Did you check if the depth you want to use is supported by direct3d? Not all depths are (esp. 8bit, ugh!)
DX8 also dropped support for 24bpp modes. Most 3D accelerators don''t support it anyway (IIRC, only certain cards from either Matrox or S3)
