Where do I find Allegro.c or Allegro.h

and enter allegro in the text box

Actually, the best search in this case would be "Allegro Game Library", since that''s what you are actually looking for.

In any case, I happen to know offhand that the Allegro Home Page is
hosted on SourceForge.

If you are using DOS or Windows 9x, you can also try Delorie Software; you can get it bundled with DJGPP, though it may be an older version.
