GTA2 - like graphics engine.

Hi. I''ve been playing GTA2 for a while, and I always wondered. How did they do it. The graphics engine is not that sophisticated. No rotation, just scaling and translating. Possibly level of detail (although I doubt that). But what I''m wondering is how they store the level data. They don''t store it as a mesh, that''s for sure. And the maps are huge, how can they load it all into the 3d card? I would appreciate any ideas.
