When Hardware Emulation Layer is used?

Hello! I made a little test with IDirectDraw7::GetCaps function. I found that DDCAPS_BLTSTRETCH capability ISN''T supported by the device driver but it IS supported by the Hardware Emulation Layer(HEL). In this situation Blt returns E_NOTIMPL when I try to stretch a bitmap: lpddsBackBuffer->Blt(&destRect, lpddsSource, &srcRect, DDBLT_WAIT, 0); // is this the right way to stretch a bitmap??? Is this means that HEL isn''t used? I''m almost sure that stretching occured when I used IDirectDraw ( NOT IDirectDraw7 ). This means that I have used IDirectDraw5 I think. What am I doing wrong?
