How can the bullet holes be drawn on objects? Can it be done by projective textures? If it is the case, how can I render hundreds of bullets holes in one frame like what the Mafia engine does in one frame without significant drop in frame rate? As far as I know, we need the render the object once more if we need to put one more project texture on the object and this will result in significant drop in frame rate if I need to render hundreds of them.

Yeah, like Gladiator said - store all the bullet holes. You then render them by ''placing'' them on the surface of the object. However that will cause Z-fighting, so look up some info on ''depth value offset'', which will allow you to alter the Z value but without changing the visual image (basically).
