How to set polygons to be smooth surface?

You need to define Normals for all your Vertices, Check, that the Lighting Engine is enabled, and create at least one Light (best is an Directional Light).

if all Normals of an Triangle Point into the same direction, you get flat shading, because the Lighting Engine assigns all Vertices the same diffuse Color. If the Normals point in different Directions, the diffuse Colors of the Vertices are different, and Direct3D then smoothly interpolates the colors across the triangle (Gouraud Shading).
