2nd generation GPU will have tech innovations such as per-pixel shading and 4-matrix vertex skinning. These new techs are not trivial. Will OpenGL support these features?

OpenGL already supports those features
The fact is OpenGL let many freedom to the drivers, so you can do things via software (CPU) or hardware (GPU) *simply* by making the good driver.

This is included in the basic design of OpenGL, and is the reason why OpenGL is so much more hardware and technologies firendly than direct3d.

Notice that PowerVR are very powerfull with OpenGL, while it''s not the case with Direct3D.

There are two reason :
Direct3D programmers don''t follow MS directive.
Direct3D doesn''t like non standard design.

Hope it helps.
