2d in a 3d world.

For my first game I''m going to focus on a mainly a 2d shooter but I''d like to do it in a 3d world. From the articles I''ve read the best way to do this is to have everything display in 3d but ignore the z coordinate in calculations (collision, movement, ect). I''m getting ready to start on the graphical parts of my game and I was wondering if the freeware OpenGL game engines have UI elements or are those mainly in a a different library. Of course I could write my own and I may have to but if theres a tried and tesed one out there that fits my needs I''d rather use it.
