OpengGL 1.3 headers

I heard opengl 1.3 headers for win32 are not available. I also read somewhere that you have to directly load the adresses of the 1.3 functions directly from your 1.3 drivers. If that''s true, anyone can give me a hint on how to do so ? sorry if this have already been discussed (probably)
