Are there any API''s that convert file types of images? Seems to me there would, because the need is so great. Are there any?

Well you would use Adobe or similar to convert your files. In your code when you come to render an image you will always be working with raw pixel data (same as an uncompressed bitmap) anyway and any ''conversion'' of the data must already be done when you loaded the image.
