I think( so dont believe until someone says I am right) that PS2 uses a version of OpenGl.

iirc the PS2 uses an OpenGL-syntax like system for its API, but its not OpenGL (I seem to recall reading that on here some time ago)
they all really use c and c++

ps2 - c
gba is c or c++
xbox is c++ (directx)
snes - 65c816 assembly
nes - 6502 assembly
and you dont need an official sdk to develop for most of these. of course that is the number one option but not everyone can legally have one.
http://ps2dev.livemedia.com.au has a legal ps2 compiler ps2lib. legal demos and emulators are being made every month. theres a competition every few weeks.
theres an even better legal dreamcast devkit KallistiOS available here http://dcdev.allusion.net/ .
Devkit Advance is available at gbadev.org . lots of demos are posted there too. some rival quality of commercial games.
also an xbox one using visual studio is out in an early beta form
