bandwidth limitation

I know this is not a programming question.. but I dare to ask it anyway :-).. the reason why I ask here is because this forum have a lot of bright heads.. here it goes: is it possible to set a limit for internet bandwidth use in windows xp?.. I mean I want to be able to set maximum internet bandwidth usage to say 512 kilobits.. It should then affect all running programs so they could share max 512 kbit even though the internet connection is bigger?

I don''t know if XP has this built in but there should be plenty of bandwidth throttling apps around if you look hard enough.

on XP PRO (NOT HOME) run (Start - run ...):

gpedit.msc

this is a config program that let you handle this.

EDIT:

I am trying to find the point in the program. sorry that I can't tell more is a long time ago that I've configed that.

I found it:

computerconfig - admin - network - QoS-packet
reserved bandwidth

this should only be a hint.. I got the german version of Windows XP Professional and the text's are in german over here.
