How to make a descent frame limiter

I''m programming 2d game in directx in C++. And I want to make a frame rate limiter that gives windows some time to do other stuff when the program has time left over. Thanks!

just call sleep(x) in your message processing method, or at the end of each frame after submission to the gfx card
