Here''s a brief list:

1) Compiler - to compile code (really?!?). ie MSVC, Borland, etc.

2) API - to handle 3d graphics. ie OpenGL, Direct3D

3) 3d Modeler - to create 3d models for in-game use. ie. 3d studio max, caligari Truespace, milkshape 3d, lightwave, and many, many more

4) 2d paint program - to create textures for your 3d world/models. ie Jasc paint shop pro and adobe photoshop for two big ones.

I am omitting any sound fx/music editing and creation programs. I think that''s a pretty sound list of what you need to get started making complete 3d games. If I''ve forgotten anything I''ll post again or somebody will point it out for me.
