outdoors scene management

i am creating a game with a large outdoors scene. and i made jim''s like octree engine for managing the scene. but the scene isnt much speed. what is the problem? should i use an occlusion culling method for culling hidden surfaces like objects behind a building. if so can anybody help me on how can i make such an algorithm/code?
