I think you create a new one is easier.
Because You needn''t to read the Microsoft code and write a veiwer isn''t that hard for D3DRM.
Many of books(all of them I think ) have a tutorial to show you how to write one.

If you aren''t aware of this already, MS is no longer supporting RM. IM is the implementation that most D3D users are going with. You might want to jump to that.
