I am looking for a free Windows-based IDE with a pure DOS compiler, not console. So, programs compiled can be run in system with DOS only. Do you think DevC++ is capable of doing this?

The Dev-C++ IDE should work ok with djgpp (the pure-dos port of gcc).

So get Dev-C++, get DJGPP and set the environment in the IDE to point to the DJGPP binaries.

Having said that, almost any windows IDE you can get will allow you to set the compiler/linker binaries to use.

Try to see if you can pick up a copy of Borland Turbo C++. IIRC, it only came on 5" floppies (back in the day).
