Well, 3dmax have a lot of plug-ins to do that (if you are trying to say "on your prerendered scenes or videos")

With Cinema 4d 8, you also need Shave and a Haircut - a program that costs just about as much as Cinema 4d 8

Other than that, try using displacement / bump maps - you can get a "decent" effect that way.
