how the hell do you make a huge map?

I am always wondering what is the BEST technique drawing such a huge map in RTS? A huge surface? 500

Just a surface as big as your screen. To have a huge surface would gobble up every available piece of memory.

Yeah, I realized that. Let''s say, 128x128, 32x32 pixel for each tile, and 32bpp:
128x128x32x32x4 = 64 MB

So, the map is drawn only when it''s necessary (where the visible part is)?
