Octrees? how to build

ok i am pretty sure that i understand why octrees and quadtrees are used but im really stumped as to how they are created. This is the understanding i can get - u have a heighmap (from a bitmap loaded) and u load in the values of this heightmap (the vertices) into a function that basically builds this octree rite ? ok if thats rite then i think i need some help on how to traverse it and test objetcs in it.
