DirectDraw clipper question

Ok I''m using directdraw and have recently read about clipping. The author says to always create a clipper that has the same dimensions as the surface you are using (a clipper around the outside of the surface). I don''t understand the difference between having a clipper around outside of the backbuffer, or not having one. Why do you need one? It''s not as if the clipper would be of any use, as any objects that go off-screen won''t be shown. So why does the author say you need a clipper like that, and would it be helpful? If so for what?? Thanks for your time
