How do I choose the display size for a windowed game with WIn32?

Hi. Small problem. I want to create a Win32/GDI windowed game at 640 x 480. The only problem is that when I set it to 640 x 480, those dimensions include the menubar and titlebar. BOO! Since everyone has different menubar and titlebar sizes, do I ever have any control over the actualy size of the display? ARRGH I feel like I''m coding HTML now. Any help would be appreciated.
