do i really need meshes?

my question is do you really need DX meshes? i''m thinking of displaying fairly low-poly animated models like models in RTS games. do they make things run a lot faster or can i just make my own IK bone system? the problem is i would like to have a graphics system independent of API and i dont yet know of any equivalent OGL mesh system. if i really do need meshes, how do i work w/ them (how to convert model from 3DS or Maya and then how do i work w/ them in game) and if i do not need meshes whats an efficient way to render all the interconnected polys of a model
