Controling the cpu time of an external program

Well what I want to know is simply is it possible in some way to control the cpu time that another program gets without soaking up cpu power with another program? Im asking this because im looking for a solution to run a a game Wipeout 2097. The problem is that it doesn''t work under windows xp it runs at a too high fps it doesnt seem to cap it for some reason. Anyways I was wondering if there was any way to load that program into perhaps a thread or something and then only let it run for x amount of ms then freeze it then another x ms etc. Im there are maphacks and such that monitor programs so I was hoping there was some kind of way to do this... Any help is greatly appriciated, btw i tried the slowdown programs that eat up cpu power but they just dont cut it the game runs choppy and well thats just plain annoying - Damage Incorporated.
