Difference between VB's & IB's

hello,

a vertex buffer will hold your vertices/data while the index buffer will hold the ''indices'' to your vertices which are contained in your vertex buffer,

Just so I understand this correctly...

An index in my IB holds the number of vertex I am currently working with? For instance, the first vertex in the VB is at (1.3, 3.2, 5.0) and has the index of 0, the second vertex in my VB is at (0.0, 2.5, 2.0) and has the index of 1, and so on? Or am I completely wrong?

When I create a vertex buffer is an index buffer automatically created with it? What is the relationship between the two?
