Have a read through the 'for beginners' section above.

A really good book on games and C++ programming is always a good start for a beginner. check out the gamedev.net book section. Get a good C++ book, or even, if you never programmed before, learn C first. It's a little more accessible. You'll obviously need a C/C++ compiler. For programming something as simple as a pong, you can get something going in about 2 months, from the ground up. You really need a good solid base before starting games programming, as it covers a wide spectrum. Software design, maths, physics, graphics, sound, inputs, resources...

If Pong is as far as you want to go, then not much. A reasonable knowledge of control structures, such as loops, if statements, etc.. An understanding of where to go to look up functions when you need them. With these you should be able to start a Pong clone. Any specific questions you should be able to ask here or possibly ask of a teacher/friend.
