Layer Fringe Data Structure

The problem is: I want to lay fringe layers automatically around when a Base tile is placed in the map with a different tile type. Ex: Grass Tile on Sand Tile Type So each tile type may have 8 fringe tile. And each fringe tile may have different various of itself. So that i can place a random fringe for every base tile. I need to store all these details in a Structure. some thing like this: BASE Tile: Grass 1 Possible Fringe Tiles for upper position is: Grass Fringe North 1 Grass Fringe North 2 Grass Fringe North 3 Grass Fringe North 4 Possible Fringe Tiles for lower position is: Grass Fringe South 1 Grass Fringe South 2 Grass Fringe South 3 Grass Fringe South 4 I hope u understood my question :-( ???
