Can't get fullscreen to work

Does anyone see where I''m going wrong with this? I''m using VB.Net with DirectX9 (Direct3D). I can get windowed to work no prob, but not fullscreen. This is a section of my D3D class I''m using for a game.

This is just my personal idea. But I would just say screw Visual Basic and go to visual C# or C++. They''re much more powerful and flexible if you ask me. Yea the code is a little more comlicated
but hey, that''s life.
