whats ulp is?
i know that is a scale to measure math accuracy (or maybe im totaly wrong),
but what exactily it is? and how it is measured?

It stands for "Unit in the Last Place." It is the smallest possible floating point value that can be added or subtracted. You''re right, it''s used to measure how accurate floating point math functions are. If you search Google for "Unit in the Last Place" you can probably find some pretty thorough definitions/examples of it.
