MFC predates both the STL and ATL and as such could not have used them by definition.

"C++.NET" is a syntactic and semantic error; there is Visual C++.NET, which is a combination of certain standard and non-standard C++ features from Microsoft and the .NET runtime environment. VC++.NET supports templates and is supplied with a relatively highly conformant and high-performance STL implementation.

If not, then what have replaced them?

ATL, like most previous Microsoft technologies, is being replaced by various aspects of .NET. The STL is a part of the Standard C++ Library, and isn''t (hasn''t) going anywhere.
